PROGRAM MANAGER, SEXUAL HEALTH SERVICES

The Sexual Health Services Program Manager oversees the development, implementation, and evaluation of sexual health services provided to HMI members (LGBTQIA+ youth, ages 13-24 years), ensuring they are accessible, inclusive, and effective. This role involves managing program staff, coordinating service delivery, fostering community partnerships, and ensuring compliance with funding and regulatory requirements.

Sexual Health Servies and Programming
1. Program Leadership and Management
o Design and oversee sexual health programs, including HIV/STI testing, prevention, care/treatment referral, and education services.
o Supervise and support program staff, including recruitment, training, and performance evaluation.
§ Recruit, train, and supervise testing staff, including counselors and outreach workers.
§ Provide ongoing professional development opportunities for staff,
o Analyze program data to identify trends, challenges, and opportunities for improvement.
o Oversee data collection, reporting, and quality assurance processes.
o Ensure compliance with funding, legal, and ethical standards.
o Prepare grant applications, reports, and program evaluations.
o Develop and monitor program budgets, timelines, and performance goals.
2. Service Delivery
o Ensure high-quality, client-centered sexual health services, including HIV testing and STI screenings
§ Conduct regular program and staff audits to maintain high standards of service delivery.
§ Ensure adherence to federal, state, and local regulations regarding HIV testing and confidentiality.
§ Review protocols for testing, counseling, and referral processes to assure alignment with CDC and local health guidelines
§ Implement quality improvement initiatives, as needed.
o Support with scheduling and facilitating partnering health agencies, corporations, and other partners for youth access to services
o Recruit and engage participants throughout NYC to participate in HMI sexual health services and activities.
o Address barriers to successful utilization and participation by HMI youth and community-at-large.
o Monitor program operations to ensure cultural competence, inclusivity, and responsiveness to community needs.
o Address any issues or gaps in service delivery proactively.
o Maintain ongoing relationship with Clinical Laboratory Medical Director to ensure maintenance and requirement for CLIA licensure
o Maintain client-level data, including follow-up notes and referral logs.
3. Education and Advocacy
o Promote sexual health, HIV/STI/Hep B awareness and destigmatization through public education efforts.
o Facilitate workshops, trainings, and public education campaigns.
o Stay updated on trends and best practices in sexual health and gender-affirming care, and share knowledge with staff and stakeholders.
o Advocate for sexual health equity and access within the community.
4. Community Engagement, Partnerships, and Outreach
o Build and maintain partnerships with community organizations, healthcare providers, and stakeholders to ensure appropriate referral resources and services, as well as expand opportunities, available to youth.
o Represent the HMI at city-wide NY KNOWS, NYC HPG, and other community-level meetings, conferences, and events.
o Coordinate community outreach events and campaigns to promote sexual health and HIV testing services.
o Maintain a database of resources, referrals, and program outcomes.

Programmatic Direct Service
Work closely with other HMI departments and staff to support ongoing programs and services
1. Outreach and engage youth during Program Common Hours (3:30pm – 7:30pm).
2. Prepare for and facilitate weekly ad-hoc group-based activities for general programming, as needed.
3. Perform general staff duties, such as Café duty, general event set-up/breakdown, etc.
4. Participate and assist with general HMI agency-wide events.

Administrative & Other Duties
Track youth member enrollment/activities and contractual requirements, and prepare reports and paperwork requested as needed by agency or funders.
1. Maintain client-level data, including follow-up notes and referral logs.
2. Maintain group-level documentation, including sign-in sheets and session summaries in Salesforce
3. Document, code, and enter data for program analysis.
4. Submit all necessary documentation to Data Coordinator(s).
Participate in professional development trainings
