Job Title: Senior Financial Analyst

Location: On-site at ITA/OCFAO/Budget and Finance Office, Washington, DC

Clearance Requirement: Active Secret Clearance
Education Requirement: Bachelors Degree (BS/BA) in Finance, Accounting, Business Administration, or related field
Experience Requirement: Minimum of 8 years of relevant financial analysis and federal financial systems experience

Job Summary:

The Senior Financial Analyst will provide on-site financial management support to the International Trade Administration (ITA), assisting with core domestic and overseas financial operations. This role requires expert-level knowledge of federal financial systems, including the Department of Commerce's Commerce Business Systems (CBS), the Department of State's Global Financial Management System (GFMS), and the National Finance Center's (NFC) HR Payroll operations. The position supports both technical and functional aspects of federal financial management, including policy development, systems interoperability, financial reporting, internal controls, training, and special projects oversight.

Key Responsibilities:

Financial Systems Support

• Provide strategic financial support for the operation, enhancement, and oversight of ITAs financial management systems.
• Ensure system interoperability between CBS, GFMS, and NFC core payroll systems.
• Analyze and resolve financial systems issues and implement long-term solutions.
• Evaluate financial systems for compliance with Department of Commerce standards and provide recommendations.

Financial Analysis and Reporting

• Conduct thorough financial analysis and develop financial design documentation to support system and operational enhancements.
• Monitor and reconcile SF-132/SF-133 reports.
• Perform monthly Unmatched Cost Reconciliation and quarterly Undelivered Order (UDO) Reviews.
• Conduct general ledger (G/L) reviews to identify and execute adjusting or journal voucher entries.

Internal Controls & Compliance

• Develop and implement internal control policies, standards, and procedures in alignment with OMB A-123 and federal financial regulations.
• Conduct internal control and risk assessments.
• Lead the preparation and documentation of OMB A-123 testing and provide documentation to auditors.

Systems Design & Implementation

• Gather and document user requirements for financial systems improvements.
• Develop functional and programming specifications for new or enhanced financial applications.
• Provide on-site support for data interface tables, system implementation, maintenance, and scheduling.

Training & Policy Development

• Conduct training needs assessments and develop training plans and materials.
• Deliver in-person and remote training on financial policies, systems use, and procedures.
• Draft and issue financial management policies, procedures, manuals, handbooks, and directives.

Special Projects Oversight

• Provide financial analysis and reporting in support of special projects, including oversight of NAFTA and the Corporation for Travel Promotion (CTP) programs.
• Ensure project-related financial data complies with federal and departmental standards.

Liaison and Stakeholder Support

• Collaborate with stakeholders from NIST, Department of State, and Department of Commerce.
• Serve as liaison to ensure financial system enhancements align with user requirements and organizational goals.

Required Qualifications:

• Bachelors degree in Finance, Accounting, Business Administration, or related discipline.
• Minimum of 8 years of experience in federal financial management, reporting, and analysis.
• Demonstrated expertise in CBS, GFMS, and NFC systems.
• Strong knowledge of federal financial policies, internal controls, and compliance frameworks (OMB, Treasury, GAO).
• Proven experience supporting ITA or related federal agencies highly preferred.
• Ability to conduct and present financial and functional analyses to senior leadership.
• Strong verbal and written communication skills.
• Active Secret Security Clearance is required at the time of hire.

Preferred Qualifications:

• Experience conducting OMB A-123 internal control assessments.
• Familiarity with Department of State financial processes and transactions.
• Experience working with feeder systems and federal reporting tools.
• Ability to develop and deliver professional training sessions to financial staff.
